Challenges
California’s energy expenditures rose substantially to 5.5% of GDP in 2022, markedly higher than the sub-five percent levels observed in 2016 to 2021. It has also surpassed the pre-pandemic level in 2019 (4.6%). Across the 50 states, energy bills relative to GDP rose in every state besides California. In 2022, California’s bill was lower than the U.S. without California, where expenditures were 6.9%).
From 2017 to 2021, California has ranked fourth in terms of lowest energy expenditures relative to GDP. As a result of rapidly rising energy expenditures, however, California fell to sixth place in 2022, behind Massachusetts (3.6%), New York (3.9%), Washington (4.6%), New Jersey (5.3%), and Delaware (5.3%).
