  • Total estimated annual load in Community Choice Aggregations (CCAs) in California increased by 4.4% from 2023 to 2024, totaling 65,809 GWh in 2024. In recent years, the CCA’s annual load growths have moderated. Although all CCAs are on track to meet the overall RPS requirements (44%) for the 2021-2024 compliance period in 2024, the CCAs’ aggregated RPS percentage is expected to drop slightly from 59% in 2023 to 57% in 2024 due to an expected decline in renewable generation from 10 of the 25 currently active CCAs.78 Meanwhile, the investor-owned utilities (IOUs) project that they will generate more renewable energy than required by the Renewable Portfolio Standard (RPS) up to the year 2027. This surplus can potentially be used to fulfill RPS obligations in later years or sold to other retail sellers.79
  • In 2024, no new CCAs came online. Ava Community Power (formerly EBCE), the third-largest CCA by annual load, added 618 GWh (+9.7%) between 2023 and 2024, while Clean Energy Alliance added 730 GWh (+65%) between 2023 and 2024. Among the 25 CCAs, 1.83 GW of new capacity, mostly for new solar PV with energy storage, is expected become online in 2024. An additional 766 MW of new capacity is under development with expected online dates in 2025 or 2026.
