Highlights
  • In 2023, California reached its goal of 1.5 million ZEVs on the road49 two years ahead of schedule.50 Meeting this target early reduced the annual growth rate required to reach the next goal of 5 million ZEVs on-road by 2030. To reach the 2030 goal, ZEV registrations in California need to increase by an annual average of 18.6% from 2025 to 2030, revised downwards from the 24.0% required in 2023 and 29.1% required in 2022. Ultimately, California needs to maintain the current momentum to accomplish the goals of Advanced Clean Cars II, which requires an increasing number of ZEVs each year until making up 100% of new vehicle sales by 2035.51
  • The percentage of registered vehicles on-road that are ZEVs broke the five percent threshold (5.2% of total vehicles) in 2023. The number of ZEVs registered and as a share of total vehicles registered during and post-pandemic have been tremendous. From 2020 to 2023, the number of ZEVs registered more than doubled (+138%), while the share has grown from 2.2% to 5.2%.
