Challenge
  • After three years of rapid sales growth, new ZEVs’ market share stalled in 2024. At current trajectory, California is not on track to meeting its immediate interim Advanced Clean Cars II (ACCII) goals of new ZEV sales at 35% for model year 2026. The stumbling new ZEV sales growth took place before Congress passed three Congressional Review Act (CRA) resolutions to revoke California’s Clean Air Act waiver in May 2025.41
