California’s leadership in energy regulation somewhat belies the fact that it is not the best energy storage performer. On a consumption adjusted basis, Nevada has almost four times as much energy storage capacity, and Virginia, South Carolina, and Massachusetts also do better. The state can still continue to support new capacity, even in the absence of successor legislation.97
