By vehicle category, clean vehicle rebates by traditionally underrepresented groups as share of total rebates have steadily been increasing for PHEVs and BEVs. to a lesser extent. In 2020, clean vehicle rebates for PHEVs and BEVs by this cohort reached 31.7 percent and 25.1 percent, respectively. As electric vehicles become less expensive relative to equivalent ICEVs, along with increased rebate amounts for households making below 400 percent of federal poverty level,⁷⁰ the shares are expected to continue to increase in the near future.
