Challenge
  • California’s cement plants are among some of the most-polluting individual facilities in the state, and increased demand for cement in recent years has meant that emissions have grown over the past decade—overall, the sum of all cement plant-associated emissions have grown by 26 percent from 2011 to 2021. Lehigh Southwest’s Cupertino plant was mothballed in April 2020 before being permanently shut down in 2022. Not including the closed plant, the sum of emissions from the remaining seven operational plants has increased by 46 percent over the same time period.
