Vehicle ownership rate declined sharply after 2018. In 2020, vehicle ownership rate was 74.7 per 100 persons, down from 79.4 in 2019. This also marked the first time that the vehicle ownership rate fell below the previous peak set in 2007 (76.6 vehicles per person). ZEVs and hybrids (HEVs) accounted for 1.7 and 3.0 vehicles per 100 persons respectively, up slightly compared to 2019. The increased share of ZEVs and HEVs is matched by a decreasing share in the non-zero-emission vehicle rate at 70.0 vehicles per 100 persons in 2019—the lowest level since 2000. The ZEV ownership rate is expected to continue climbing.
