- ZEVs share of all registered vehicles actually increased faster in 2020 than in 2019 in a few medium-sized MSAs: Napa (from 1.7 percent to 2.1 percent), Sacramento-Roseville-Arden-Arcade (from 1.3 percent to 1.7 percent), Salinas (from 0.9 percent to 1.1 percent), Santa Maria-Santa Barbara (from 1.3 percent to 1.6 percent), and Santa Rosa-Petaluma (from 2.1 percent to 2.4 percent). Moreover, non-MSA areas recorded the fastest pace of increase: from 0.6 percent in 2018 to 0.7 percent in 2019 to 1.0 percent in 2020. This is important in terms of urban-rural divide, as ZEVs are perceived to be predominantly driven in urban areas. An equitable statewide transition to 100 percent ZEVs will require increased investment in infrastructure for both urban and rural communities.
