  • The Virginia Clean Economy Act became law and Virginia became the seventh state in the U.S. to target 100 percent carbon-free electricity in March 2020.88 Delaware extended and strengthened its RPS, with long-term targets of 28 percent of electricity generated from renewable sources by 2030 and 40 percent by 2035. These targets would reduce Delaware’s reliance on natural gas, which accounts for over 90 percent of the state’s electricity generation. After previously rejecting the 2050 timeline in May 2021, Arizona Corporation Commission (the state’s public utilities commission) pushed back the state’s decarbonization timeline from 2050 to 2070.89
