- The state budget for FY 2022-2023 proposed billions of dollars of investments in equitable and clean transportation to achieve California’s climate goals. The budget also includes various climate-related investments, such as clean energy, zero emission vehicles, and adaptation projects. The ZEV package alone in the 2022-23 state budget includes a total of $6.1 billion between 2021-22 and 2025-26 for a number of projects.115 In addition, the budget listed local priorities for public transit investments with $900 million to go to each Caltrans District.116 The funds are accompanied by the legislative decision to prioritize construction of a Merced-Bakersfield network as a first-phase completed segment, which is in line with the California High Speed Rail Authority’s plan.117
