  • At the regional level, Trinity (+300%), Yuba (+190%), Merced (+130%), Madera (+127%), San Benito (+122%) and Siskiyou (+120%) were among the California counties that saw the largest increases in CVRP rebates from 2018. This indicates that the CVRP program is working as intended and helping consumers purchase EVs in areas that are more rural and less affluent. As the demand for electric vehicles continues to rise, state and federal governments are working to establish clear and actionable goals for the development of EV battery charging infrastructure. The U.S. Department of Transportation’s (DOT) Federal Highway Administration (FHWA) NEVI Formula Program will provide funding to states to strategically deploy electric vehicle (EV) charging stations and to establish an interconnected network to facilitate data collection, access, and reliability.97 California plans to use the estimated $134 million in formula funding from the first two years of the NEVI Program to primarily provide connectivity for passenger vehicles throughout the state, complementary to state investments.98
